Redefining the European City Through Sport: A Call to Action for Active Cities

There is an urgent need for European cities to prioritize physical activity in urban planning and policy. It outlines the benefits of Active Cities, the role of initiatives like PACTE+, and provides key recommendations for decision-makers to create healthier, more sustainable, and inclusive urban environments.

The Imperative for Active Cities

Across Europe, rapid urbanization and increasingly sedentary lifestyles pose significant challenges to public health and well-being. Physical inactivity contributes to chronic diseases, mental health issues, and places a substantial economic burden on healthcare systems. To counteract these trends, the concept of the “Active City” has emerged as a vital solution. Active Cities prioritize physical activity by integrating movement into all facets of urban life, from public spaces and transportation systems to schools and workplaces.

The Multifaceted Benefits of Active Cities

Developing Active Cities offers a multitude of benefits:

Health: Active urban environments combat the negative health effects of sedentary lifestyles, promoting better physical and mental health and reducing the strain on public health systems.

Environment: Prioritizing active mobility, such as walking and cycling, reduces CO2 emissions, traffic congestion, and improves air quality, contributing to climate resilience and sustainable urban living.

Economy: Active Cities foster a more productive workforce, reduce absenteeism, and stimulate economic growth in sectors related to sports, fitness, and active tourism.

Social: These cities tend to be safer, promote social inclusion, and encourage stronger community bonds and civic engagement.

Europe’s Potential and the PACTE+ Project

European cities are well-positioned to lead the Active City movement due to their existing urban designs and policy frameworks. Initiatives like the PACTE+ project are crucial in driving this change. PACTE+ supports cities in implementing innovative policies across five key pillars: Active Governance, Active Schools, Active Workplaces, Active Mobility, and Active Clubs.

Recommendations for Creating Active Cities

To realize the vision of Active Cities across Europe, decision-makers should consider the following recommendations:

  • Develop a Cross-Sectoral Approach: Integrate physical activity into policies across health, transport, education, and urban planning.

  • Invest in Infrastructure: Provide safe and accessible infrastructure for walking, cycling, and other forms of physical activity.

  • Promote Active Lifestyles: Raise awareness of the benefits of physical activity and encourage citizens to be more active through events and educational programs.

  • Empower Local Communities: Work collaboratively with local communities to develop and implement Active City initiatives.

  • Monitor and Evaluate Progress: Track progress in creating Active Cities and make necessary adjustments.

  • Secure Political Will and Funding: Engage political leaders to ensure long-term resources and commitment, and create dedicated funding opportunities for Active City projects

The Path Forward

Active Cities are not just desirable; they are essential for the future health, well-being, and prosperity of Europe. By prioritizing physical activity in urban development, European cities can lead the way in creating vibrant, healthy, and sustainable communities for all.
